I find this to be the case in most Kingston off leash parks, though some are worse than others. Especially owners taking in tacked dogs to off leashes. I’m now on this app looking for play dates with more compatible doggos & their responsible owners rather than taking my chances at off leashes.
We used to go more frequently but our Shepard has been attacked one too many times here. Often owners do not watch their dog’s interactions with other dogs, and if their dog does misbehave the owners don’t make the conscious decision to leave they stay often ending in worse situations.
The park itself is pretty good. Not much space to run, but quite nice for being in the middle of the city. Unfortunately, some of the dog owners that visit the park haven't trained their dogs and don't care if their dog pesters or even attacks yours. We had a large dog go after our lab mix and the owner just watched as we struggled to gain control of their dog
